The Teacher Retirement System of Texas Board of Trustees adopts rules to implement pertinent legislation. They include matters over which the board is given authority by statutes and those where the meaning of the law is not readily apparent. These rules should be used in conjunction with other applicable provisions of law.
Proposed rules include new rules, amended rules, and repeals of existing rules. TRS provides 30 days’ notice of the intention to adopt a rule before adopting the rule.
Because of recent legislation, and in alignment with TRS’ ongoing commitment to providing information in a clear and concise way, a plain language summary is provided below in both English and Spanish of proposed rules published in the Texas Register (for proposed rules after Sept. 1, 2023).

Four-Year Rule Review
TRS has begun its four-year rule review process. In this process, TRS will review all rules in Chapters 21 through 51 of TRS' rules to determine, at a minimum, whether the reasons for initially adopting each rule continue to exist. A copy of TRS' Notice of Intention to Review its rules can be found here. You can find all of TRS' existing rules here. TRS will accept public comments on any rule under review until July 6, 2026. Comments submitted after July 6, 2026 will not be considered.
Regulatory Efficiency Review
TRS has started a Regulatory Efficiency Review of its rules in coordination with the Texas Regulatory Efficiency Office (TREO). Future updates regarding this process, including opportunities for public comment, will be posted here. Further information on TREO and regulatory efficiency reviews can be found on the TREO website and in Chapter 465 of the Texas Government Code.
